English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise service redesigns and using financial reserves to manage increasing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent said its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Strains

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of authorities will have to increase council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found local finances being strained by the growing number of young people and adults needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Gaps

According to the latest deprivation measures (IMD) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the report.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the scale of challenges facing local leaders across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
